Natural gas quality

MINIMUMUM REQUIREMENTS FOR NATURAL GAS QUALITY

According to Annex no. 5 of the Regulation for metering the natural gas quantities traded in Romania (updated on 30.06.2011 and modified with ANRE Order 80/21.05.2020) the table below displays the minimum requirements for the quality of the natural gas traded in the entry/exit points in/from the NTS:

2. Water dew point (°C): maximum -15°C, at the pressure in the 2 commercial delivery/take over point;
3. Hydrocarbon dew point  (°C): maximum 0°C, at the pressure in the 3 commercial delivery/take over point;
4. The minimum accepted value of the gross calorific value assigned at the volume is 7.840 Kcal/m3;
5. The maximum accepted natural gas temperature: 50°C;
6. Content of tde mechanical contaminants (g/m3): maximum 0,05;

1 Except for the gas delivered for chemicalization, their odorization degree is agreed mutually.

    11 With the exception of a molar % content of at least 70 moles for the composition of natural gas from:

  • a. entry points in the NTS: PM0296 Mamu (Crețeni), PM0083 Abrămuț, PM0079 Cărani, PM0017 Scăieni Compressoare 54; where appropriate, the list shall be updated on the basis of a joint study carried out by the natural gas producer and the transmission system operator;
  • b. the physical exit points from the NTS, through which natural gas from the points provided in let. a);
  • c. commercial delivery-take-off points where natural gas is delivered to customers connected directly to the upstream supply pipelines, as well as to distribution systems

THE RIGHTS AND OBLIGATIONS OF THE NETWORK USER  

Regarding the quality conditions of the natural gas traded and respectively of the pressure requirements in the entry/exit points in/from the NTS based on the transmission framework contract.

According to Chapter 5 Natural gas Quality in the transmission framework contract the natural gas traded in the entry/exit points in/from the NTS must comply witd the quality conditions stipulated in the minimum quality conditions above.

According to art. 6-9, 14 and 16 of the natural gas transmission framework contract, the rights and obligations of the network user as for the gas quality conditions are the following:

To refuse to take over the off-spec gas at the NTS exit points

Obligation

To deliver gas at the NTS entry points in compliance with the natural gas quality conditions:

To accept a temporary reduction of the approved capacity and nomination/renomination in the NTS entry point if the gas quality conditions and/or pressures are not met;

Costs

To require and receive an amount equal to 0,5% of the value of the natural gas expressed in energy units delivered at the exit from the NTS and which display the minimum conditions of the quality conditions, calculated by multiplying tde natural gas quantities expressed in energy units, noted in tde minutes concluded at tde exit from tde NTS, according to tde period in which it did not comply witd tde quality conditions, with the fixed unit amount to cover the natural gas purchasing price, expressed in RON/ energy units, evaluated by the NERA in that period;

Botd tde annual average gross calorific value (calculated as a weighted average with the natural gas volumes of the gross calorific values in the previous calendar year for every point considered) as well as the pressure requirements (maximum and minimum pressures) relevant for the access to the system are published for every relevant point at here

According to the provisions of the Interconnection Agreements concluded with the adjacent TSOs, the minimum requirements for the quality of the natural gas in the interconnection points are as follows:
